Agudath Israel Advocacy Continues to Ease Way for Arba Minim; Publishes One-sheet Guidelines

As in past years, Agudath Israel of America’s Washington Office has worked closely with agencies of the U.S. Department of Homeland Security to help avoid potential problems for travelers carrying arba minim.

Both the Transportation Security Administration (TSA) and U.S. Customs and Border Protection (CBP) have notified their respective field personnel about the upcoming Sukkos holiday and the increased level of travel by persons of the Jewish faith, many of whom will be carrying arba minim.

The notifications, which have been sent out to federal officials at airports and border crossings, emphasize the religious significance of these items and outline the rules and procedures that would help allay possible security and health issues that are of concern to the federal government. Prior to these agency steps, lack of familiarity regarding Sukkos and the arba minim had led to numerous incidents each year of inadvertent mishandling and mistreatment — including denial of entry — of these ritual objects.

The TSA Notice makes clear that the arba minim carried in airports, through security checkpoints or on aircraft, are not on the “prohibited items list” and provides instructions for travelers needing “special accommodations” in regard to checkpoint screening. The CBP Guidance sets forth detailed information regarding the inspection process for arba minim entering the United States from foreign countries through designated American ports and points out that the agency is “committed to treating all travelers, including travelers who may be observing Sukkot, with respect and dignity at all U.S. ports of entry.”

“We are gratified by the ongoing sensitivity of these agencies to the religious concerns of our community,” said Rabbi Abba Cohen, Agudath Israel’s vice president for federal affairs and Washington director. “They are taking meaningful and appropriate steps to accommodate our religious needs.”

He also praised Rabbi A.D. Motzen, Agudath Israel’s national director of state relations, for once again producing a one-page handout (see above or click here) that travelers can print out – or save to their phones – to familiarize themselves with the rules before traveling.

When Rav Elya Meir Bloch zt”l and Rav Mottel Katz zt”lopened Telshe Yeshiva in Cleveland in 1941, they sent messages and invitations to several of the best Telshe talmidim in the United States at the time to help reestablish the yeshiva. Rav Shlomo was thus a member of the first minyan in the American Telshe.

Volunteers Needed for Annual Fall Cemetery Cleanup

CLEVELAND – There is no greater mitzvah (good deed) than caring for those who came before us. Volunteers are needed for the Annual Fall Cemetery Cleanup hosted by the Jewish Federation of Cleveland’s Jewish Volunteer Network and the Commission on Cemetery Preservation (COCP). The event will take place on Sunday, September 10 from 9:30 – 11:30 a.m. at Chesed Shel Emeth (3740 Ridge Road, Cleveland), also known as Ridge Rd. 1. All ages are welcome to participate in this community-wide event, rain or shine.

Volunteers are asked to bring weed trimmers, shovels, clippers, hedgers, gloves, wheelbarrows, and other gardening tools to help prune, rake, and beautify the cemetery grounds in time for the Jewish holy days. Shaimos (holy writings, words of Torah, and Holy Objects) will be collected at the Cemetery Cleanup and subsequently buried at the cemetery as a sign of reverence and respect according to Jewish law.

Past Cemetery Cleanup events have attracted hundreds of people across generations and denominations. Preserving cemeteries is considered one of the most righteous acts of chesed (kindness).

The Federation has launched a Cemetery Preservation Campaign with the goal of raising $3.5 million to honor the deceased and ensure ongoing care of the cemeteries under the COCP’s jurisdiction. COCP has been broadening their role in cemetery preservation, and is responsible for the upkeep of over 15,000 graves with the jurisdiction of seven Jewish cemeteries. United Hatzalah of Israel: Psychotrauma Unit in Houston

United Hatzalah has created the world’s first-responder PsychoTrauma and Crisis Response Unit.  This unit, comprised of mental health professionals, many of whom are also EMTs, are deployed to provide psychological first-aid to those with “emotional wounds.”  When word came of the epic flood that would wreak havoc on Houston and SE Texas, United Hatzalah sprang into action and immediately sent 5 of their team members, including the founder of the division, Miriam Ballin, who is a Houston native.

Houston’s mayor let United Hatzalah know that they had sufficient search and rescue assistance, but the talents of the PsychoTrauma unit would be of great help in Houston and the surrounding areas.  Miriam and her team flew into Dallas, met up with one of our board members, and loaded two SUV’s with water and a multitude of necessities…and goodies for the young children they were to meet.  They visited sick children at the Dallas Children’s Hospital and gave comfort to those who had been moved there from Houston.  Once in Houston they began their work in conjunction with the Federation’s logistics team.

Cari Margulis Immerman, Regional Director for United Hatzalah, whose region includes Texas, noted “this is a most unique team and they are providing vital services, services not available from any others, to those whose lives have been rocked by this epic flood.  They are working with all in the community, including attending to other first responders – FEMA workers, National Guard members and others who are away from their homes, exhausted from their work, and mentally challenged by all they’ve seen.  And, this week, with waters receded, they will be focusing much attention on  the hard hit Jewish communities.”  As Miriam Ballin said, “you think you understand the level of devastation and then I come to my old neighborhood and every home is filled with 3-4 feet of water.  Our true work begins now as everyone shifts from survival model to coping with the realities of what they’ve lost and what’s in store to get back to everyday life.”

Hurricane Harvey Expected to Impact Local Weather this Labor Day Weekend

It looks like the remnants of Hurricane Harvey will reach us on Sunday. It’s expected to be centered over Northern Kentucky by Sunday morning. The worst of the two possible scenarios is for showers and Thunderstorms for our region. Possibly up to half-an-inch of rain for Shabbos. Whereas Harvey is not expected to bring widespread flooding, or flooding anywhere close to the disaster in Texas, enough rain may fall to bring urban and isolated flash flooding to some states farther north. We might get up to four inches of rain when it’s all said and done. Chicago and Detroit should be spared, but anywhere east of us, including the North-East will be impacted to some extent. So, plan ahead if you are planning travel over the holiday weekend.

Two New Programs Increase Mental Healthcare Funding for Individuals

Yesh Tikvah is expanding its reach with two new programs designed to help more people pay for mental health services.

The first, made possible by a grant from the Community Fund Management Foundation (CFMF), offers free subsidies to help 17 adults and teenagers of the Jewish community meet the cost of outpatient psychiatric care. According to Yesh Tikvah Board Member Mrs. Chavi (Jessica) Cohen, “We’ve had many requests to cover psychiatric care, but until now we were limited to funding therapeutic interventions. Now, with a generous grant from the Community Fund Management Foundation, we are launching a pilot program to help individuals in the community see a psychiatrist or purchase psychotropic medication.”

CFMF Executive Director Amanda Buzo commented, “That the organization is pleased to award Yesh Tikvah a grant to expand its services to include psychiatric care for clients. CFMF’s purpose, both through its Endowment Program and special needs trust administration services, is to improve the quality of life of Ohio residents with disabilities and we are proud to support nonprofits with similar missions like Yesh Tikvah.”

In a separate move, Yesh Tikvah’s board of directors recently voted to expand the organization’s service area, making limited funds available to Jews residing anywhere in Cuyahoga County. Until now distribution was limited to specific communities.

According to the National Institute of Mental Health only about half of the adults in the U.S. with a serious mental illness receive treatment. Cost is one significant barrier to care. Rabbi Joseph noted that when Yesh Tikvah started, “We served only adults, just this year; we were able to expand service to children and teens. The need is great and we’re growing to meet the demand.”

While Yesh Tikvah’s professional intake committee considers each case on an individual basis, applicants must demonstrate financial need. Yesh Tikvah is strictly a source of supplementary funding for situations where insurance does not fully cover the cost of care. The organization does not make referrals.

What You Need to Know About Cleveland Clinic and CareSource Possibly Terminating Their Contract

Cleveland Clinic and CareSource Could Terminate Their Contract – What you need to know

If you are eligible for Medicaid, and Caresource is your Managed Care provider (MCP), you may have received a letter stating that The Cleveland Clinic and CareSource will be terminating their contract as of September 1st.

Gesher would like to remind you about the following:

  • We are still hopeful that Clinic & CareSource will reach an agreement before September 1st.  Both parties have expressed hope that they will come to an agreement. CareSource was legally obligated to send out those letters to their members, but it does not mean that this is final.
  • Open enrollment is NOW OPEN open in November where you can change to another MCP. There are other plans which the Clinic will take. Call 800 324 8680 ext. 4 to switch. See the ratings for Medicaid Providers here.
  • Anyone who is in a course of treatment at the Clinic like chemotherapy (see letter below for more details and examples) will be able to continue to receive care at the Clinic for another 90 days after the contract ends.
  • If you decide you want to change MCPs not during open enrollment you may be able to change your MCP as long as Medicaid agrees you have just cause.

CJN Article Reports on Growth of Local Frum Schools and Community

As educators and students prepare for a new school year, local Jewish day schools are seeing changes in terms of renovations, new campuses and new programs. The schools predict continued growth in enrollment, primarily focused in the Orthodox community.

With an influx of Orthodox families moving to the Cleveland area for reasonably-priced homes, quality day schools and one of the strongest state voucher programs in the country to help families pay for education, the schools’ leaders are working to accommodate rising student populations this year and in the future.

Ohio Tax Free Weekend, August 4 Through August 6

Mark your calendars for Ohio Tax free weekend in August. http://www.tax.ohio.gov/sales_and_use/salestaxholiday.aspx

Starts Friday, August 4, 2017 at 12:00 a.m. and ends on Sunday, August 6, 2017 at 11:59 p.m.

During the holiday, the following items are exempt from sales and use tax:

  • Clothing priced at $75 per item or less;
  • School supplies priced at $20 per item or less; and
  • School instructional material priced at $20 per item or less.

  • School and athletic uniforms are included
  • Costumes (but not the masks if sold separably) are included (think Purim!)
  • Diapers are included!!!
  • The exemption applies to items selling for $75 or less. If an item of clothing sells for more than $75, tax is due on the entire selling price.
  • Reference books, reference maps and globes, textbooks, and workbooks are included
  • Qualified items sold to consumers by mail, telephone, e-mail, or Internet shall qualify for the sales tax (read the FAQ regarding additional details)
  • The sales tax holiday is set by law and all vendors must comply.

Cleveland Clinic and CareSource Could Terminate Their Contract – What you need to know

If you are eligible for Medicaid, and Caresource is your Managed Care provider (MCP), you may have received a letter stating that The Cleveland Clinic and CareSource will be terminating their contract as of September 1st.

Gesher would like to remind you about the following:

  • We are still hopeful that Clinic & CareSource will reach an agreement before September 1st.  Both parties have expressed hope that they will come to an agreement. CareSource was legally obligated to send out those letters to their members, but it does not mean that this is final.
  • Open enrollment is NOW OPEN open in November where you can change to another MCP. There are other plans which the Clinic will take. Call 800 324 8680 ext. 4 to switch. See the ratings for Medicaid Providers here.
  • Anyone who is in a course of treatment at the Clinic like chemotherapy (see letter below for more details and examples) will be able to continue to receive care at the Clinic for another 90 days after the contract ends.
  • If you decide you want to change MCPs not during open enrollment you may be able to change your MCP as long as Medicaid agrees you have just cause.

This will be the third Children’s Health and Safety Fair organized by Dr. Giela Gellis, who said each of the previous ones were attended by more than 1,000 people.
