The average quarterly water bill for residents would drop to $166.40 in 2017, remain stable through 2023 and fall to $112.29 in 2024, if the city turns its water system over to the Cleveland Division of Water.
In comparison, the existing average quarterly rate of $195.08 would rise steadily to $213.21 by 2024, if the city maintains control of the water system, with help from an outside firm.
