Paying Workers on Time – The Mitzvah of “bal talin”
By Rabbi Yirmiyohu Kaganoff (Rabbi Kaganoff.com)
In Parshas Ki Seitzei, the Torah instructs “Beyomo sitein secharo velo sa’avor alav hashemesh,” “On that day (that is, the day the work was completed) you should pay his wage, and the sun shall not set (without him receiving his payment)” (Devarim 24:15). The Torah mentions two mitzvos; a positive mitzvah (mitzvas aseh) and a negative mitzvah (lo sa’aseh) to guarantee that a worker is paid before sunset of the day that he performed his job. Thus, someone who pays his worker on time fulfills a positive mitzvah, whereas if he neglects to pay him on time and the worker demands payment, he has trangressed a lo sa’aseh.

Now Raavad of Yerushalayim, Rav Moshe Sternbuch was the rov of the community at the time, and every year on Erev Pesach he would sell the chometz of the community to a certain gentile. Good News for (Local) Tax Procrastinators Who Missed the Deadline
The Regional Income Tax Agency announced that they will extend the filing deadline for 2013 local taxes to Monday, April 21. Filers have until midnight on that day to file tax forms with R.I.T.A. The filing deadline was extended because the R.IT.A. website and phones have been overwhelmed by the numbers of taxpayers attempting to file on the 15th.

Important Eruv Notice
The newly-created South Euclid public park behind Walmart is excluded from the Cleveland Community Eruv. This means that on Shabbos, no one is allowed to carry, push a stoller, etc., anywhere in the park. The park includes a retaining pool, which is not halachically allowed within an Eruv. During the Walmart construction, the Eruv committee arranged to build a “fence” around the entire park to exclude it from the Eruv. The rest of the Eruv has not been affected.
