Anyone above the age of 80 should not go out on Shabbos if the weather is severely cold (say less than or equal to 10 degrees Fahrenheit). People from 75-80 and/or having respiratory problems (COPD/asthma) and/or compromised circulation should think very carefully before going out. This includes walking home from shul on Friday night and walking to shul on Shabbos morning.

Amen. We definitely need to remind ourselves that the mitzvahs are to live by and there is no mitzvah to go out in conditions that you know are dangerous.

Honestly, there should be a warning for everyone in the community. This is dangerous weather and nobody should be walking more than 2 blocks. Arrange a minyan in your immediate area for Shabbat. The Torah commands us to preserve life.
